By the accident at Tokyo Electric Power Company's (TEPCO's) Fukushima Daiichi Nuclear Power Station (FDNPS), caused by tsunami triggered by the 2011 off the Pacific coast of Tohoku Earthquake, a large amount of radioactive material was released into the surrounding environment. After the accident, Airborne Radiation Monitoring (ARM) via manned helicopter has been utilized as a method to quickly and extensively measure radiation distribution surrounding FDNPS. In order to utilize ARM and to promptly provide the results during a nuclear emergency, information on background radiation levels, topographical features, and controlled airspace surrounding nationwide nuclear facilities have been prepared in advance. In the fiscal year 2022, we conducted ARM around the Mihama Nuclear Power Station of Kansai Electric Power Company (KEPCO), the Tsuruga Power Station of Japan Atomic Power Company (JAPC), and the Ikata Power Station of Shikoku Electric Power Company (YONDEN), and prepared information on background radiation doses and controlled airspace. In addition, we have developed an aerial radiation detection system via unmanned airplane, which is expected to be an alternative to ARM, during a nuclear emergency. This report summarizes the results and technical issues identified.

JAEA has been developing Accelerator-Driven Systems (ADS) for research and development of nuclear transmutation using accelerators in order to reduce the volume and hazardousness of high-level radioactive waste generated by nuclear power plants. In order to prepare the material irradiation database necessary for the design of ADS and to study the irradiation effects in Lead-Bismuth Eutectic (LBE) alloys, a proton irradiation facility is under consideration at J-PARC. In this proton irradiation facility, 250 kW proton beams will be injected into the LBE spallation target, and irradiation tests under LBE flow will be performed for candidate structural materials for ADS. Furthermore, semiconductor soft-error tests, medical RI production, and proton beam applications will be performed. Among these, Post Irradiation Examination (PIE) of irradiated samples and RI separation and purification will be carried out in the PIE facility to be constructed near the proton irradiation facility. In this PIE facility, PIE of the equipment and samples irradiated in other facilities in J-PARC will also be performed. This report describes the conceptual study of the PIE facility, including the items to be tested, the test flow, the facilities, the test equipment, etc., and the proposed layout of the facility.

In order to translate nuclear disaster prevention documents written in Japanese into English, the Basic Act on Disaster Management, the Act on Special Measures Concerning Nuclear Emergency Preparedness, and the Convention on Nuclear Safety were surveyed for corresponding terms in Japanese and English. The survey results were integrated and unified English translations were selected. As a result, a Japanese-English correspondence table of technical terms in the field of nuclear disaster prevention was prepared and proposed.

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2021. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station (1F), Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2021, this report summarizes the research results of the "Improvement of aerosol time-of-flight mass spectrometer for on-line measurement of tiny particles containing alpha emitters" conducted in FY2021. The present study aims to improve Aerosol Time-Of-Flight Mass Spectrometer in order to monitor tiny particles containing alpha emitters such as U and Pu generated in removing debris from the reactors of 1F. In FY2021, for improving mass-resolution, we designed the optimized structure of mass spectrometer with much better mass resolution and ion transmittance than commercial ATOFMS by a PC simulation. Further, design of a detection part of ATOFMS fitted to the mass spectrometer was completed.

For near surface disposal of radioactive wastes generated from research, industrial and medical facilities, Japan Atomic Energy Agency has discussed methods for corresponding to the technical standards on confirmation related to waste disposal, etc. From FY2022, we have established Waste Standards Committee and interim Waste Acceptance Criteria, Waste Package Confirmation Procedure, etc. have been considered. In FY2022, Waste Package Confirmation Procedures of solidified liquid waste and cement filled waste and related standards were discussed. In addition, issues of preparation of Waste Package Confirmation Procedure and rational treatment method for decommissioning wastes were considered. This annual report summarizes the results of discussion in FY2022.

The present study aims to understand the basic properties (size, chemical composition, isotopic composition - including concentration of -emitters, electrostatic properties, and optical properties, etc.) of fine particles composed of silicate with insoluble properties which contain regions of highly concentrated radioactive cesium (Cs) released to the environment by the accident at the Fukushima Daiichi Nuclear Power Station of TEPCO in 2011 March.

This annual report summarizes the activities of Nuclear Human Resource Development Center (NuHRDeC) of Japan Atomic Energy Agency (JAEA) in the fiscal year (FY) 2022. In FY 2022, in addition to the regular training programs at NuHRDeC, we actively organized special training courses responding to the external training needs, cooperated with universities, offered international training courses for Asian countries and promoted activities of the Japan Nuclear Human Resource Development Network (JN-HRD.net). In FY2022, we were able to implement face-to-face training, etc., after thoroughly implementing measures to prevent the spread of the new coronavirus infection. Regular domestic training programs; training courses for radioisotopes and radiation engineers, nuclear energy engineers and national qualification examinations, were conducted as scheduled in the annual plan. We also delivered training for the Japan Atomic Power Company and other organizations outside the JAEA. We continued cooperative activities with universities, such as acceptance of postdoctoral researchers, and activities in line with the cooperative graduate school system, including the acceptance of students from Nuclear Professional School, the University of Tokyo. Furthermore, joint course among seven universities was successfully held by utilizing remote education system. The joint course and the intensive summer course and nuclear fuel cycle training were conducted as part of the collaboration network with universities. The Instructor Training Program (ITP) under the contract with Ministry of Education, Culture, Sports, Science and Technology, was continually offered to the ITP participating countries. As part of the ITP, the Instructor Training courses such as "Reactor Engineering Course", advanced instructor training course, and the nuclear technology seminar "Basic Radiation Knowledge for School Education" were conducted face-to-face at NuHRDeC.

We have been storing drums containing radioactive waste (radioactive waste packages) at waste storage facilities. We have been managing radioactive waste packages along traditional safety regulations. However, over 40 years has passed from a part of them were brought in pit-type waste storage facility L. Most of them are carbon steel 200 L drums, and surface of them are corroded. For better safety management, we started to take drums out from the pit and inspect them in FY 2019. After each inspection, we repair them or remove the contents of the drum and refill new drums if necessary. In this report, we will introduce the planning, the review of the plan, and the trial operation of this project.

Radioactive wastes generated from nuclear research facilities in Japan Atomic Energy Agency are planning to be buried in the near surface disposal field as trench and pit. Therefore, it is required to establish the method to evaluate the radioactivity concentrations of radioactive wastes until the beginning of disposal. In order to contribute to the study of radioactivity concentration evaluation methods for radioactive wastes generated from nuclear research facilities, we collected and analyzed concrete samples generated from JRR-3, JRR-4 and JAERI Reprocessing Test Facility. In this report, we summarized the radioactivity concentrations of 23 radionuclides (H, C, Cl, Ca, Co, Ni, Sr, Nb, Ag, Cs, Ba, Eu, Eu, Ho, U, U, U, Pu, Pu, Pu, Am, Am, Cm) which were obtained from radiochemical analysis of the samples in fiscal years 2021-2022.
